The ongoing negotiations between Major League Baseball and the MLB Players Association have taken a significant turn. On July 21, the MLBPA submitted a counterproposal in response to MLB’s recent draft overhaul suggestions. The league’s negotiating team has proposed a substantial shift that includes eliminating the drafting of high school and junior college players, instituting an international draft, and reducing the draft to just 12 rounds, along with a decrease in the bonus pool for both domestic and international players.
In contrast, the MLBPA is advocating for the preservation of a 20-round draft that includes high school and junior college players. Their proposal suggests allowing players to enter the draft after their sophomore year, regardless of age, as opposed to the current requirement of being at least 21 by August 1 of their draft year.
Furthermore, the MLBPA aims to maintain the existing bonus pool system but with an enhancement linked to league revenues. They propose that small-market teams be permitted to add up to $2 million to their bonus pool in a single draft over the next five years. Additionally, these teams would receive an extra $1 million in bonus pool funds if they qualify for the playoffs.
The league’s proposal also includes the elimination of competitive balance picks; however, the players’ association wants to keep them intact. They suggest that small-market and low-revenue teams receive a competitive balance pick either in round A (after the first and second rounds) or round B (after the second and third rounds). Currently, teams that exceed their bonus pool face a hefty 75% tax and risk losing their first-round pick if they go over by 5%.
As for tax penalties, the MLBPA is pushing to reduce the consequences for teams that exceed their draft pool. Their proposal allows teams to go over by up to 15% without losing a draft pick, helping them compete with the college NIL deals that players are now receiving.
Additionally, the MLBPA suggests moving the draft from July back to June and permitting the trading of first-round picks up until two hours before the draft begins. The league had previously shifted the draft to July in 2021, aiming to enhance drama during the All-Star break and boost fan interest. They also proposed a system for trading picks.
Notably, the MLBPA’s proposal does not address the international player draft that MLB has put forth, leaving a significant aspect of the negotiations unresolved.
